extradition Acts.
The Opera is of those Acts
is limited to extradition to
· those countries, to which they have been made applicable by Order in Council.
Section IV of the Act of 1870 provides that the Order in Connell shall not be made
unless the arrangements with the Foreign State is. (1)

with the restrictions as to Surrender Claimed in the Act-
But
as
neither of
there conditions
are complied with in the Extradition art:
of
the Treaty
of Vientian the act of 1870 could not legally be afflied to it. The Extradition of Chinese fugitives
under the Treaty is therefore regulated solely by the Grd ce of the Colony of Hong Kong (192
of 185.0.) and H. Mr. Gost
are
unable to concur in the Construction which you place
upon that law.
